Exactly what is “comprehensive immigration reform”?

So what exactly is this elusive concept?
What would be USA’s immigration policy if Hillary had won, and the Democrats had a supermajority in both house and senate, and also the supreme court?

Correct me if I am wrong. I would imagine the below:
1. Unconditional green card for all undocumented immigrants currently in USA?
2. Unlimited intake of refugees worldwide?
3. Allow unlimited future influx of foreigners?

I genuinely do not understand what is the meaning of “comprehensive immigration reform”. Someone please explain it to me.

I think it means:

“Hey, this is what I need to say to get elected, but I don’t really plan on changing anything that consequential. But I know my base will eat this up so I want to sound tough on immigration!”

    FUH, Why are you even “imagining” such silly policies. She has never suggested such ideas. You can look at her website if you want actually want to find out what she meant by “comprehension immigration reform.” Cullen generally stands for presenting well-supported opinions, not figments of imagination. This country needs to heal. Why are you trying to open wounds?

      “Comprehensive” means a guest worker program and a path to citizenship for those illegals already here along with no scrapping of the H1 visa abuse/exploitation that benefits Big Business at expense of American wages and jobs. It’s just in political contrast to narrower solutions that usually come from the extreme right who don’t believe in a guest worker program or a pathway to citizenship.
